U.S. wants piece of ‘Build’

The United States government has expressed interest in the Duterte administration’s “Build, Build, Build” program, particularly in the field of energy and science and technology.
In a statement, US State Department Assistant Secretary David Stilwell, co-chair of the US-Philippines Bilateral Strategic Dialogue held in Manila, stressed the need for improved defense and economic ties between the two allied countries.
Stilwell said that the US government would welcome more opportunities for American companies in President Rodrigo Duterte’s massive infrastructure program under the banner of “Build, Build, Build.”
“We must also enhance our economic cooperation. We welcome progress on legislation which could provide more opportunities for US companies, especially in infrastructure, as part of the ‘Build, Build, Build’ program,” said Stilwell.
“We look forward to building on strong momentum in areas such as energy, trade, intellectual property, and science and technology,” he added.
Currently, the Duterte administration is banking on China’s Belt and Road Initiative (BRI) to complement the “Build, Build, Build” program.

Mr. Duterte was an active participant during the last BRI conference in Beijing upon the invitation of Chinese President Xi Jinping.
Japan, however, is also a big contributor to the “Build, Build, Build” program with big-ticket projects that include the North-South Commuter Railway (NSCR) and the Metro Manila Subway Project and the rehabilitation of the Metro Rail Transit (MRT) Line 3, amounting to more than P1 trillion, which Mr. Duterte described as an opportunity to “grow, grow, grow.”
On the defense aspect, Stilwell branded the strong partnership of Manila and Washington as key to the stability in the Indo-Pacific Region.
The US is the lone military ally of the Philippines under the 1951 Mutual Defense Treaty (MDT).
“A strong US-Philippines alliance deters aggression and promotes regional stability, and we welcome enhanced defense cooperation with the Philippines,” Stilwell said.
“I look forward to continued coordination in the coming months to determine steps we can take to improve our combined defense posture,” he added.
According to Stilwell, as a claimant state in the South China Sea, the Philippines is well-positioned to ensure that the Association of Southeast Asian Nations (ASEAN) code of conduct text is fully consistent with the international law, protecting the freedom of navigation and overflight and other lawful uses of the sea for all countries, as well as the rights of claimant states to pursue security and development arrangements with partners of their choosing.
“As a treaty ally, our partnership with the Philippines is critical for realizing our shared vision for a free and open Indo-Pacific, with thriving sovereign nations,” he stressed. Stilwell, at the same time, vowed US support to the Philippines’ efforts to fight terrorism and “evidence-based” approaches in defeating the illegal drug menace.
In a joint statement, both parties reaffirmed the importance of regular high-level consultations and the opportunity to have a common understanding of issues through the Bilateral Strategic Dialogue.
The 9th BSD is scheduled in Washington, DC in 2020 to continue cooperative discussions in furtherance of forging an even stronger partnership under the Philippines-US alliance. The Philippines is banking on its “Build, Build, Build” program to accelerate its revival and replace its aging infrastructure.
Among the country’s priority projects, a loan agreement with China will fund the Chico River Pump Irrigation Project for P4.37-billion and another P12.2-billion for the New Centennial Water Source-Kaliwa Dam.
There are 35 flagship “Build, Build, Build” infrastructure projects approved by the National Economic and Development Authority Board chaired by the President since November last year.
Chinese loans and grants are funding a large part of these.
There is a total of 75 projects under the “Build, Build, Build,” which is dubbed as the “golden age of infrastructure” up until the end of Mr. Duterte’s term in 2022.
The biggest of these will be the China-funded P175.32-billion Philippine National Railways South Long-Haul connecting Metro Manila to Bicol.
The P50.03-billion Subic-Clark Railway is also in the works.

얼마전 뉴스보니 중국에 필핀을 모르게 팔아 넘기는거 같다는 내용도 있고..

사회간접자본 시설 많이 지어서 기반을 만드는게 물론 당연한건데.. 그 돈이 어디서 나와 어떻게 처리될지가 문제인거죠. 중국한테 나라 팔아먹는다는 소리가 그것때문에 나온건데, 어떻게 처리할지 궁금해집니다.

전엔 최저임금만 면세였는데 지금은 월 2만 이하 면세되죠.
고임금자도 누진세율이 전반적으로 낮아졌구요.
부동산세는 지자체 세금입니다.
세수가 많아진건 재벌들 부가세와 법인소득세이예요.
세율이 오른게 아니고 부정부패로 세금회피하는게 사라졌어요.
개인소득세는 세금 내렸죠.
